Validation of Vaccination Documents of Returning OFWs

The Philippine Overseas Labor Office Muscat has released POLO ADVISORY No. 08 Series of 2021 – Validation of Vaccination Documents of Returning OFWs. This is in connection with the quarantine days shortened for fully vaccinated inbound travelers that were in the IATF Resolution Resolution Nos. 123-C, 124 A, and 142 respectively.

The advisory reads as follows:

Pursuant to Inter-Agency Task Force for the Management of Emerging Infections Disease (IATF-MEID) Resolution Nos. 123-C, 124 A, and 142, on shortened facility-based quarantine for returning Filipinos, including OFWs coming from “Green” and “Yellow” List countries, the following protocols shall be observed:

  1. Those who are fully vaccinated shall undergo facility-based quarantine until the release of their negative Reverse Transcription-Polymerase Chain Reaction (RTPCR) test result taken on the fifth (5th) day and will continue quarantine at home until their tenth (10th) day, with their arrival counted as the first day.
  2. Those who are partially vaccinated, unvaccinated, or whose vaccination status are unverified/unconfirmed, shall be required to undergo facility-based quarantine until the release of their negative Reverse Transcription-Polymerase Chain Reaction (RTPCR) test result taken on the seventh (7th) day and shall continue quarantine at home until their fourteenth (14th) day, with their arrival counted as the first day.
  3. For verification/confirmation of vaccination status the following documents shall be accepted:
    • Certification from the Philippine Overseas Labor Office in the country of origin for OFWs and their spouse, parent/s, and/or children travelling with them;
    • VaxCertPH digital vaccination certificate or BOQ-issued International Certificate of Vaccination or Prophylaxis (ICV) for Filipinos and foreigners fully vaccinated in the Philippines;
    • National digital certificate of the foreign government which accepted VaxCertPH under a reciprocal arrangement or BOQ-issued ICV for nonOFWs and foreigners fully vaccinated abroad.

Documents for POLO-OMAN Validation

Please present the following documents:

  • Vaccine Card/Document showing proof of vaccination;
  • Valid Passport or Travel document; and
  • Any of the following proofs of overseas employment: verified employment contract, valid OEC, OWWA Membership or any applicable document POLO Muscat may require to show proof of employment.

Returning OFWs may register online for vaccine pass at ONEHEALTHPASS Portal https://www.onehealthpass.com.ph/e-HDC/ and upload the above-enumerated documents: Passport Bio Page, Vaccine Certificate, proof of overseas employment (verified employment contract, valid OEC, or proof of OWWA Membership).
Upon approval of the application, Vaccine Pass will be sent electronically to the OFW concerned which shall be presented to quarantine authorities upon arrival in the Philippines.
