Free tuition in state universities and colleges starting this June AY 2018 – 2019


Starting this coming school year, students in state universities and colleges (SUCs) would no longer have to pay for tuition and miscellaneous fees after the Commission on Higher Education (CHED) released on Wednesday the implementing rules and regulations (IRR) for the free higher education law.

According to CHED officer in charge Prospero de Vera III, the government has allotted P40 billion to cover the first full year of implementation of the Universal Access to Quality Tertiary Education Act.

To qualify, the student must pass the admission test of SUCs and LUC, no college degree, and not “overstaying” student or beyond the specified period of study.

The IRR, as well as the admission of so-called disadvantaged students, such as Person With Disabilities (PWDs), Lumad and other indigenous groups.

There will also be subsidies for poor students.

Under the tertiary education subsidy, P40,000 per student assistance is available when he enters public school and P60,000 if he enters a private university.

Aside from SUCs and LUC, tuition fees in Technical Vocational Education and Training (TVET) are also free of charge in public training institutions.

These include student’s daily allowance, competency assessment, and even their starter tool kit, as long as they complete it and pass on.

CHED has admitted to becoming competitive in the SUC and CHED-recognized LUC.

Also, the influx of enrollees from senior high school graduates is also expected.

The commission now plans to conduct a national information campaign to further explain the law and its IRR to the public.
