COMELEC deactivates registration of over 300,000 overseas voters

Based on the Overseas Voting Act of 2013, one of the grounds for deactivating registration is the failure of “any person to vote in two consecutive national elections as shown by voting records”.

The Commission on Elections (Comelec) has deactivated the registration of more than 300,000 overseas voters for their failure to vote in the 2016 and 2019 elections.
Comelec’s Office for Overseas Voting (OFOV) Director Elaiza David said as of November 8, they have deactivated 313,101 registered overseas voters.

The Order of Deactivation states:

After due deliberation of the list of overseas voters whose registration records were due for deactivation, the Board resolves and orders the deactivation of 313,101 overseas voters who failed to vote in the 2016 and 2019 National and Local Elections, as shown in their voting records.

The OFOV is hereby directed to remove from the overseas database the voting records of the overseas voters stated in the attached list whose registration records show that they failed to vote in the 2016 and 2019 National and Local Elections and thereafter submit the updated data to the Information Technology Department of the COMELEC.

Issued this 8th day of November 2019 at Intramuros, Manila, Philippines.

The OFOV was directed to remove from the overseas database the voting records of the overseas voters, David said in the Order of Deactivation.

The poll body earlier announced that the overseas voter registration for the May 2022 polls will start on December 16 and will run until September 30, 2021.

The last registration period for overseas voters was held from December 1, 2016 to September 30, 2018 for the May 2019 elections.
There were a total of 1,822,173 registered overseas voters in the last midterm poll
